That's good. The RoR community is very conservative about these things and makes sure to only release after thorough testing.

Your snark isn't very helpful. Every major release goes through a few release candidates. For example, 3.0.0 had 4 beta and 2 RC releases before final. 3.2.0 had two RCs.
