I suspect the negotiations are less about minerals than what military continuity looks like in Ukraine. The purpose of expansive US aid is to demonstrate that Ukraine can win without buying nuclear arms on a secondary market. It’s important that Trump continue to play a persuasive Plan A. Coverage of minerals should be proportioned against deposits (like Afghanistan’s) an order of magnitude bigger.
