I'm going to have to agree that's a usability gaffe. Peripheral animation that isn't in service of a notification or something else that actually requires the user's attention is, quite literally, only a distraction.

It's worse than that actually - hold your mouse over it and you give the author "Kudos." I find that particularly offensive /rant
