Sadly, 3 hours is just the lower limit. The upper limit can be the whole day. 3 hours is how much time is wasted in the call. Depending how complex the task you were working on before the interruption, it can take up to the rest of the day just to re-immerse yourself in the problem you were solving before being interrupted.
