Vehicles in stock configuration can't be forced to comply with newer laws. That's why you can drive without seatbelts in a car that's old enough. Same with tire pressure monitoring and backup cameras.


They can definitely be forced to comply. In fact there's already a precedent in California for banning existing cars that emit too much smog.


Yup, and the law applies to vehicles built after 1985. Also the law isn't new, the only thing new introduced here is automated enforcement
