I think that touch UI has constraints that are tough to overcome, but I strongly disagree that the operating system is a limit.
Apple keeps exposing different ways to integrate apps, create workflows, even work with files directly.
And of course the problem with this debate always includes fundamental mismatches over what type of content you're interested in, or what you consider "trivial", but Photoshop isn't for trivial content.
