Is this not almost tautologically true? Will not any collection of related information have the potential to be represented by some sort of hierarchical structure?
It can be represented as a hierarchical structure as long as the relationships are simple. In any of his examples if you added a number of extra relationships to complicate what is there, the hierarchical structure becomes a generic graph.
