The places you listed are all examples of private consumption of alcohol , and those places have liquor licenses as well. Even on Bourbon Street, the heart of hedonism, there are rules like your container can't be glass.
and it is my experience that most places consider restaurants and such a place where a member of the public can be charged with "public intoxication," though to my knowledge that's not a thing that's punished here
